➤习近平主席表示：双方要按照两国元首确定的方向，规划中美关系发展路线图，就重大敏感问题增信释疑(both sides should draw the future roadmap for the development of China-US ties, and increase trust and defuse doubts on major and sensitive issues in line with the goal set by the heads of state)。

Prosecutors specializing in crimes against children in Shanghai's Changning district have taken up a case of child abuse that took place at the in-house day care center of Ctrip, a major online travel agency.
上海长宁区专门负责针对儿童的犯罪行为的检察部门已介入大型在线旅行社携程内部亲子园发生的一起虐童案。
➤本月8日，携程亲子园(day care center)教师虐待儿童的多段视频(videos of child abuse)被上传至社交媒体，引发家长和网友的极大愤慨(create an outcry from parents and netizens)。视频中，教师粗暴对待孩子(treat children roughly)，导致一些孩子摔倒。有些孩子被迫吞食不明物，一直哭，后来发现孩子们被喂食的是芥末(some children were forced to swallow a substance which later turned out to be mustard, and they couldn't stop crying)。
➤随着事件的曝光，携程公司发布声明称，其委托第三方管理(entrust to a third party to manage)的亲子园发生个别教师严重失职(gross negligence)的情况，公司已于7日报警(report the case to the police)，涉事人员已被开除。公司会和家长站在一起(stand with the parents)，对责任人员追责到底(hold those responsible accountable)。据悉，涉事亲子园为携程委托《现代家庭》杂志社读者服务部(为了孩子学苑)管理，事发班级为彩虹班，均为1岁半到2岁的小朋友。
➤上海长宁区教育局8日对媒体表示，该涉事托幼所未在教育部门备案，不属于正规的教育机构(formal education institution)，而是携程内部职工子女的托管点，其工作由妇联指导。
➤上海市妇联9日凌晨发文表示对"携程亲子园事件"强烈谴责，并密切关注后续进展(pay close attention to the follow-up)。上海《现代家庭》杂志社读者服务部(为了孩子学苑)已就此事公开致歉(issue public apology)，表示将深刻反省、弥补漏洞(make up for loopholes)，坚决杜绝此类事件再度发生，并诚挚接受社会监督(accept public supervision)。
➤9日，上海市长宁公安分局通报称，警方已控制了该亲子园4名工作人员，其中3人因涉嫌虐待被监护、看护人罪被刑事拘留(be put under criminal detention)。案件仍在进一步调查中。长宁检方表示，已指派未成年人刑事检察部门提前介入该案，引导公安调查取证(investigate and obtain evidence)。
➤据《北京青年报》报道，一名当事家长表示，近日来，家长们聚集在一起翻看亲子园所有的监控视频(surveillance video)，发现有多名孩子曾遭到侵犯，其中，最早的虐童事件发生在8月9日，密集发生是在8月30日之后。除了3个已经被刑拘的老师，现在又发现了两名老师参与虐童。

➤根据中国铁路总公司6日发布的一份声明，11月11日-20日，铁路部门将向电商企业和快递企业(e-commerce businesses and express delivery companies)提供"库到库"服务("storage to storage" service)。
➤电商巨头阿里巴巴的零售平台天猫在去年11月11日当天接到6.57亿份订单。而据中国快递协会预测，今年"双十一"的快递包裹量或超10亿件。双十一网购狂欢节(online shopping spree)对快递服务构成挑战，致使消费者纷纷抱怨称快件受到了延误。
➤为响应消费者不断增长的需求，今年京沪高铁(Beijing-Shanghai high-speed railway)将提供一项快速服务(fast service)，充分发挥"复兴号"动车组的优势(give full play to "Fuxing" bullet train's advantages)，首次在京沪高铁推出高铁"极速达"快运新产品，实现10小时将货物送到消费者手中(deliver goods to customers in 10 hours)。中铁总称这项服务是目前国内最快的快运服务(the fastest express delivery service)。
➤该公司还将设立特别储存空间(set up special storage space)，为购物节运输服务提供便利。中铁总称，兰新铁路上的一列动车组(a bullet train on the Lanzhou-Xinjiang railway)将与电商及快递企业建立长期合作，为社会提供更加方便高效的铁路快运物流服务(logistics service)，努力打造铁路"电商黄金周"运输服务品牌。

The English proficiency of people in China has reached its highest level since 2011, according to a report released on Wednesday.
8日发布的一份报告显示，中国人的英语水平已达到2011年以来的最高水平。
➤根据瑞典教育机构英孚发布的2017英语熟练度指标(2017 English Proficiency Index)，在80个国家和地区中，中国的英语熟练度排名(proficiency ranking)上升3位至第36名。据报道，该报告覆盖全球80个非英语母语的国家和地区(80 non-English-speaking countries and regions around the world)，共有逾100万人参与测试。从区域看，欧洲继续保持领先地位(keep the leading position)，排名第一位；亚洲紧随其后；拉美的英语水平正在赶超亚洲(catch up with Asia)；中东地区英语水平最低。
➤报告发现，过去五年，中国成人的英语水平提高极快(English proficiency of Chinese adults improved rapidly)。在中国各省市区中，上海、香港、北京、天津、福建5地的英语熟练度处于中等水平(intermediate level)，为中国英语熟练度第一梯队的地区。
➤其中，上海人的英语水平连续四年领跑全国(proficiency in English among residents of Shanghai has ranked first in China for four consecutive years)，香港和北京紧随其后。福建为首次进入中等熟练度水平的省份。中国台湾地区排名第6，熟练度处于中低水平(low intermediate level)。
➤英孚教育中国区总经理兼首席代表(chief representative)林欣欣称，由于政府实施的教育改革(education reforms adopted by the government)以及中国社会的开放(the opening up of Chinese society)，自去年以来，中国8成省市区的居民的英语水平都有所提高。她表示，在过去几年中，许多国际会议(international conference)在中国举行不仅有助于经济的发展(economic development)，也有助于英语水平的提高。

China's top legislature on Tuesday published the draft law on supervision to solicit public opinion.
全国人大7日公布《监察法》草案，征求公众意见。
➤7日，《中华人民共和国监察法(草案)》全文(full text)在中国人大网首次公布，向社会公开征求意见(solicit opinion)。《监察法》草案(draft law on supervision)共10章67条，对监察机关的监察范围、职责、权限、程序等都进行了规定，同时明确了对监察机关和人员的监督、法律责任等。
➤草案规定，中华人民共和国监察委员会(supervisory commission)是最高国家监察机关。省、自治区、直辖市、自治州、县、自治县、市、市辖区设立监察委员会。中华人民共和国监察委员会由全国人民代表大会(the National People's Congress)产生，负责全国监察工作。县级以上地方各级监察委员会由本级人民代表大会(people's congresses at the same level)产生，负责本行政区域内的监察工作。
➤草案赋予了监察机关收集证据(gather evidence)、询问证人(question witnesses)、查询、冻结、搜查、扣押等权限。
➤草案对监察机关的主要职能和职责进行了明确。主要职能有3项，即维护宪法和法律法规；依法监察公职人员行使公权力(exercise public power)的情况，调查职务违法和职务犯罪(duty-related crime)；开展廉政建设(the building of clean governance)和反腐败(anti-corruption)工作。监察机关的职责包括监督、调查和处置(supervision, investigation and punishment)。
➤此次公布的草案中，最引人关注的是对将取代"双规"的留置(detention)的规定。留置制度将通过多项措施保护被调查人的权利(safeguard the rights of those under investigation)。
➤草案规定，监察机关应当保障被留置人员(detainee)的饮食、休息，提供医疗服务(provide medical service)。被留置人的家属或所在单位(family members or the employers of detainees)将在24小时内收到留置书面通知(written notice of a detention)，且留置时间不得超过3个月。
➤在特殊情况下，决定采取留置措施的监察机关报上一级监察机关批准，可以延长一次，延长时间不得超过3个月。监察机关及其工作人员存在特定行为，被调查人及其近亲属有权向该机关申诉(make an appeal)。
